IOSTC was founded in 2001 by professionals in the fields of marine science, oil spill management, interactive training, environmental consulting and business development. IOSTC team members have successfully developed and marketed interactive training projects, oil spill contingency planning and related training services to national and international clients.  Through their experience in the field of oil spill response the founders of IOSTC realized the need for cost effective training that would capitalize on the advancement in the E-learning technology and provide their clients with leading edge efficient training solutions.

IOSTC has developed effective methodologies and partnership models for applications development. The partnership model was successfully implemented and refined during the development of the “Basics of Oil Spill Response” training application, which was developed jointly with PetroCanada and the Canadian Coast Guard (Pacific Region).

In addition to the company’s technical expertise, IOSTC has state-of-the-art production and testing facilities and in-house expertise that allow the company to produce cost effective interactive training applications. The company also has a comprehensive library of oil spill response images and contents.

IOSTC has formed  associations with world leaders in the fields of oil spill management and training. The Company has developed a joint program with Capilano College of North Vancouver, BC in "Oil Spill Management" www.osmprogram.com, as a distance-learning program for national and international students.

IOSTC consists of a unique team of specialized professionals in the areas of marine science, oil pollution, business development, education and interactive learning. The senior staff of IOSTC has considerable international experience in oil spill contingency planning and training.  IOSTC senior staff and associates have provided past services to

Hesham Nabih, B.Sc.                           President Dr. Noel Boston, Ph.D, P.Eng.   VP Environmental Studies


Hesham is the president and founder of IOSTC and has been developing computer-based programs for major clients since 1983. Hesham has a B.Sc. in Oceanography from the University of Alexandria, Egypt and computer science training from Dalhousie University. This combines a strong scientific background with state-of-the-art computer and
multimedia technical knowledge.

He has a dynamic background in project development and management, concept design, data collection and analysis, graphic design and computer programming. This extensive experience enables him to understand the complex nature of the programming issues involved in software development and interactive training and, where necessary work with experts to secure the completion of error free software.  Hesham's current portfolio of solutions includes design and management of more than forty-five interactive training and education courseware for private and public sectors, on-line training, Internet applications marketing and merchandising solutions, kiosk applications, advertising, promotions and sales presentations. Having provided business and programming solutions for government and private enterprise, Hesham has developed the personal contacts and know-how of integrating and developing solutions to larger organizations.
 


Dr. Boston has experience as a researcher, teacher, applied scientist and engineer in a career covering government, university and industry positions. He has provided training and education to field workers, government scientists, industry managers and graduate students in South America, the Middle East, Southeast Asia, the USA and
                             Canada.

His experience includes the design of a Ph.D. program in physical oceanography, the design of academic curricula and the design and teaching of courses ranging in diversity from geophysical random processes to oceanography, meteorology and oil spill control.

He has taught at the Naval Postgraduate School (Monterey, California), Vancouver Community College (Langara Campus), Memorial University of Newfoundland (St. John's, Nfld), the University of British Columbia (Vancouver, B.C.) and the Institut Teknologi Bandung (Indonesia). He has planned, directed and participated in training programs at the Arab Maritime Transport Academy (Alexandria, Egypt), the Environmental Research and Training Centre (Bangkok, Thailand), the Department of Environment, Ministry of Science and Technology (Kuala Lumpur, Malaysia) and the China National Offshore Oil Corporation (Beijing, China).

Vince Kelly, M.Sc.                         VP Training Ed Owens, Ph.D.  Technical Associate       Polaris


Vince has a BS from Evergreen State College and a Master of Marine Affairs from the University of Rhode Island.  He was an environment and safety instructor at Prince William Sound Community College between 1991 and 2002, where he developed a web-based oil spill response and prevention course. 

Prior to that Vince was a charter boat skipper in Alaska and Hawaii, and a marine science technician on an Antarctic research vessel.  He currently serves on the Scientific Advisory Committee of the Prince William Sound Regional Citizen’s Advisory Council.  Vince is a member of the board of directors of the Northwest Partnership for Environmental Technology Education (PETE), and Secretary/Treasurer for the PETE national board of directors.
 


Dr. Owens has been involved in oil spill cleanup and countermeasures, operations, and studies related to the environmental impact of oil spills worldwide since 1970. Dr. Owens has responded to spills in North and South America, Russia, Australia, and the Arabian Gulf.

He has conducted foreign missions for the International Maritime Organization (IMO) as an Expert Consultant on the impact and persistence of stranded oil and on shoreline treatment. Dr. Owens has been closely involved with shoreline and nearshore oceanography research and has published more than 150 scientific papers and reports.

Alan Allen, Technical Associate        Spiltec Elliott Taylor, Ph.D.  Technical Associate       Polaris


Mr. Al Allen has over 34 years experience as a technical advisor and field supervisor involving hundreds of oil spills around the world. He has participated in such spills as the Santa Barbara blowout (1969), the Mizushima tank failure in Japan (1974), the Ixtoc Blowout off Mexico (1979), the Exxon Valdez grounding (1989), the Gulf of Arabia war-related spills (1991), and the Sea Prince grounding off South Korea (1995), and the New Carissa grounding off Oregon (1999).

Mr. Allen has provided operational guidance for government and industry organizations involving critical onscene decisions involving mechanical cleanup, dispersant application and the use of controlled burning. He has developed specialized strategies and equipment for the control of oil spills under arctic, temperate and tropical conditions. Al has served as a technical advisor, plan writer, field response coordinator, trainer, and expert witness for hundreds of oil industry, government and academic organizations. Al is the author of numerous publications, holds 3 patents on specialized oil booms, and has worked in more than 45 countries.

Dr. Taylor has 20 years of worldwide experience as a marine scientist.
His areas of expertise include oil spill response, planning, and regulatory compliance, spill exercises and response evaluation, technical support in environmental assessment, sediment quality and transport, coastal processes, and marine geology. Dr. Taylor’s experience encompasses river, lake, harbor, coastal and deep-sea environments. He has provided leadership to numerous multi-disciplinary research programs for both industry and international scientific programs.

Dr. Taylor provided technical and scientific support to spill responses for the Exxon Valdez, New Carissa, Bolivia-Desaguadero pipeline, and numerous smaller incidents. He has been responsible for the technical development and production of over 100 oil spill response plans, including marine transportation industry, bulk storage facilities, onshore and offshore pipelines, international exploration and production systems, and manuals for spill cleanup organizations.  He has managed the preparation of comprehensive spill preparedness programs for international operations in North and South America, Africa, Middle East, and Russia entailing risk assessment, prevention measures, coordination with national to local officials, shoreline and sensitive area mapping, equipment selection and warehousing, and training and exercises. Dr. Taylor is bilingual and a regular trainer in spill management and response training, having provided courses to major oil companies and international governments in English and Spanish, including IMO-certified curriculum.
